🚦Add user facing links to the status page in relevant places

Description

Now that we have a status page, it should be linked in relevant places so that users know about its existence. The link is https://wmde.github.io/wikibase-cloud-status/

Relevant places are:

  • The list of links in the footer of UI
  • The generic error page of the K8s ingress
  • REMOVED[The MediaWiki footer for each instance] -we decided to remove this AC for now and re-evaluate if it's needed at a later time
