A large number of domains on our list are in the "inspect" section for the simple reason that "warn" and "caution" are reserved for entries backed by Wikipedia community consensus in some way. (This includes WP:RSP and WP:DEPS.)

Individual users may want to take the "inspect" section of a particular list (many lists are exclusively "inspect" in fact) and promote it to "caution" or "warn". The idea that, in that user's judgment, that particular subset of domains should be given higher scrutiny, based on their domain knowledge of and interest in the field covered by the list.
