Description

Following https://phabricator.wikimedia.org/T365713, we need to apply the new versioning scheme to previous releases.

Current Situation:
As for now with the new versioning scheme the upgrade path to go from the last versioning scheme to the current (upcoming) one is tricky. This ticket is our approach to make this process a bit easier.
Releasing the new version with the new versioning scheme is a breaking change.

Acceptance Criteria:

wmde18-20 are tagged according to the new scheme.

The decision is to make the first release following the new versioning scheme as a breaking change. We won't need to tag the past versions.
