What should have happened instead?:

https://gerrit.wikimedia.org/g/mediawiki/core/+/53184387b0fa03645b09af21edc5c30376a6a2a3/resources/src/mediawiki.action/mediawiki.action.edit.styles.less#101 should be using Codex design tokens.
