Feature summary: Show quota for Object Storage in Horizon

Use case(s) Toolforge and Cloud VPS developers see here how many objects and bytes their project is putting in Object Storage. However, at the moment developers don’t see how close to quota their project is; the Horizon dashboard does not display the current object storage quotas, or how much of that quota is currently being used. Therefore, developers don’t know when I need to file tickets for increasing the quota. Proposal: (a) Add object storage summary to Project, with a similar visualization as the other resources. (b) Show current quotas on Object Storage.
