There is no mechanism to view cross-wiki notifications

For the records, getting that view doesn't work in Firefox, only in Chromium here...
Cannot reproduce in Chromium 125:
https://en.m.wikipedia.org/wiki/Special:Notifications?useskin=monobook shows a "Filter notifications" button here.

Thx, @Aklapper for looking into it. It's an interesting issue: it seems that the monobook skin should be actually enabled in Special:Preferences. When useskin=monobook is used, the issue is not present. Confirmed in Chrome 125 and FF 126.
