Risky Patch! 🚂🔥

Summary:
- Temporary accounts have been deployed to testwiki and loginwiki via a config change. This changes the way that users without an account edit on these wikis.
Test plan:
- The changes were tested in the backport window where they were deployed. Further testing, including testing different editing interfaces and ensuring that the accounts appear in loginwiki is also being done.
Places to monitor:
Revert plan: Deploy the config change https://gerrit.wikimedia.org/r/c/operations/mediawiki-config/+/1055953 to disable temporary accounts
