Can't access De Gruyter from Library

Description

Steps to replicate the issue (include links if applicable):

  • Log into Wikipedia Library account
  • Click "Access Collection" button under De Gruyter

What happens?:
The following message appears:

This site can’t be reachedwikipedialibrary.idm.oclc.org took too long to respond.
Try:

Checking the connection
Checking the proxy and the firewall
ERR_CONNECTION_TIMED_OUT

Clicking the "Show Details" button displays the following:

Check your Internet connection
Check any cables and reboot any routers, modems, or other network devices you may be using.
Allow Brave to access the network in your firewall or antivirus settings.
If it is already listed as a program allowed to access the network, try removing it from the list and adding it again.
If you use a proxy server…
Check your proxy settings or contact your network administrator to make sure the proxy server is working. If you don't believe you should be using a proxy server: Go to the Brave menu > Settings > Show advanced settings… > Change proxy settings… > LAN Settings and deselect the "Use a proxy server for your LAN" checkbox.

What should have happened instead?:
I should have been able to enter the De Gruyter site

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

Other information (browser name/version, screenshots, etc.):
This happened identically on Brave and Chrome.

Event Timeline

OCLC had some planned maintenance and then experienced service degradation: https://oclc.service-now.com/status. I have tried accessing De Gruyter now and was able to. Let me know if the problem persists.
