Description

Add functionality that validates and saves the data submitted in the "Reason" fields.

Acceptance Criteria

make sure validation works just as in OOUI version
see CommentStore::COMMENT_CHARACTER_LIMIT

@JWheeler-WMF: FYI H260 needs updating whenever a new sprint project is created, otherwise Herald will reset the tag as seen above. I've fixed that now.
