Option to expand machine translated sections not showing on desktop

Description

As part of MinT for Wiki Readers MVP (T359072), the Translation View (T359801) provides a machine translated version of the contents of a wiki page.

In the current implementation sections are shown collapsed so that the tool does not have to request all the contents of the article for translation initially. On mobile, this is shown as usual since sections are already collapsed there. On desktop the sections show as collapsed too. However, there is no indication that they can be expanded since the usual chevron to expand/collapse them is not showing.

This ticket proposes to expose the expand/collapse icons on desktop too.

Although the main focus of the MVP is on mobile, we may want to consider some basic support for those on desktop too.
