Description

Background

Now that the language notice in the main menu is gone, we can clean up alot of code relating to that.

User story

As a wiki user, I want the page to be as performant as possible and not be shipping unused code

Requirements

delete code relating to main menu action, including in MainMenu.less, MainMenu.mustache, VectorComponentMainMenuAction.php
Keep code relating to MainMenuActionOptOut
