We would like to add a new page protection level in the Norwegian Bokmål Wikipedia (nowiki), to make it possible to protect pages from edits by logged-out users only (i.e. newly registered users may still edit). The background is that some people who are mentors are also active patrollers, and they get a lot of abuse from IPs on their user talk pages, so they would like to be able to protect their user talk pages while simultaneously letting their mentees ask them questions through the newcomer homepage.
