Option to disable user "block" links

Description

On private and intranet wikis you will never block other users, thus the user link "block" behind user names is useless.

An option to disable them would be useful.

$wgDisableBlockLinks ? $blockable = NULL : $blockable = !$flags & self::TOOL_LINKS_NOBLOCK;

I think it would actually be easier to run the check at if ( $blockable && $userCanBlock ) {
