Following the Cloud VPS Buster deprecation ( https://os-deprecation.toolforge.org/ ) we should upgrade the remaining o11y instances, specifically deployment-mwlog01.deployment-prep.eqiad1.wikimedia.cloud to bullseye or bookworm.

Ideally we would provision a new instance with the correct image, though given the time frame and the potentially high work I'd suggest upgrading in place to either bullseye or bookworm (i.e. like deployment-kafka-logging01 that has the buster image though the os has been upgraded in place to bullseye)
