This is an epic task for the FY24-25 Q1 hypothesis:
If we provide contextual information about reputation associated with an IP that is about to be blocked, we will see fewer collateral damage IP and IP range blocks, because administrators will have more insight into potential collateral damage effects of a block. We can measure this by instrumenting Special:Block and observing how behavior changes when additional information is present, vs when it is not.
