GlobalBlocking messages on WMF wikis need updating for global account blocks

Description

The on-wiki overrides for messages used by the GlobalBlocking extension need to be updated to reflect that you can now globally block accounts.

This has caused confusion (because it mentions blocking an IP address), so updating these messages is more urgent.

Perhaps this isn't actually happening, and the output screen is just wrong. See below for the output screen verbiage after globally blocking an account:

If this is just a bad output screen, feel free to refactor this feature request to a bug, and change the title

Hi @Xaosflux. It is not yet possible to create global auto blocks and will be added in T368949.

It seems that the output screen verbiage is wrong because the message is customised on-wiki and has not been updated.

I will update this message now.
