Based on T370262: Run revalidateLinkRecommendations script for azwiki, it is currently required for us to run a maintenance script after the community changed the setting for the excluded sections of the structured Link Recommendations task.
However, that defeats the purpose of CommunityConfiguration, that the community can directly effect change without our intervention/support.

We should find a way to have these recommendations invalidated without an on-demand maintenance script.
