All file versions for last 10 years now has this bug. Looks like something changed in SVG rendering engine.

I'm not sure this is a Wikimedia (librsvg) bug with rendering or if the SVG has simply been always wrong but the issue hidden by incorrect code...

Using Firefox 128 and Chromium 126 and librsvg 2.57.1 to open https://upload.wikimedia.org/wikipedia/commons/d/d0/Russia_political_location_map_%28Crimea_disputed%29.svg it's the same (incorrect) rendering.

Inkscape 1.3.2 renders differently (correctly) though.
