Moving from SRE to serviceops-radar and subscribing the people that can approve this (same as in T339102). On the SRE side, it's not difficult to implement this.

Please don't fake the referer to localhost, the most probable thing that will end up happening is that we will identify (falsely but justifiably during a high stress incident) kiwix as an abuser and use way heavier hammers than the soft limitation we have there.

For context, the intent of the limitation is to stop utilization of the maps tiles by unrelated to the Wikimedia Movement projects (cause we don't have unlimited resources to dedicate to maps). Kiwix is related to the Wikimedia Movement of course, so, IMHO it does warrant being allowed. Thanks for following the due process.

Technically speaking, the advice I see in https://github.com/openzim/mwoffliner/issues/2067 will be sufficient.
