The campaign query parameter is used by the Campaigns extension to associate the user (who arrived via a signup link on a campaign page) with the campaign. Since in SUL3 mode signup happens in the shared domain, either we need to forward the parameter there, or change the Campaigns authentication provider to handle the flag on autocreation instead (which might have wider benefits, but should be discussed with whoever owns the extension).
