Background
Tier 3 wikis only have dark mode for logged in users. Since we released various communities including Spanish and Norwegian have made lots of adjustments to their wikis to support it. We should repeat the exercise in T369656 and evaluate the top 500 pages for wikis that are marked as "on track" on https://night-mode-checker.wmcloud.org/
User story
As an editor who has been working hard to get my wiki ready for dark mode, I want dark mode for my readers.
