Background Information

According to this Meta Page cs, hi, shn, ps, and tr are the 5 smallest languages in Wikivoyage. We should run visualdiff testing against these wikis and prepare the Confidence Report and roll-outs.

Acceptance Criteria

Prepare the sample to run the visualdiff test
Run the visualdiff test
Create a Confidence Report based on the results
Prepare announcement and roll-out

I updated the instructions at https://www.mediawiki.org/wiki/Parsing/Visual_Diff_Testing#Generating_new_title_lists_(method_1) to document how to create a new database and title list, and kicked off the tests on these wikis.
