Description

The Special:GlobalBlockList page displays information about active global blocks. This page should display whether the global account block disables account creation, in a similar way to the Special:Log page being changed in T371625 (to bring consistency). This should mean adding a account creation disabled flag in the same place that the anonymous only flag is added.
