Description

Note: the PM should be consulted before this is deployed. Ideally it will happen concurrently with the Go Live of patchdemo at patchdemo.wmcloud.org.

users can see and access old environments
users cannot create new environments
users see note, that new environments can only be created at patchdemo.wmcloud.org
users see note that "legacy" patchdemo will go dark on Nov 1(?)

users cannot create new environments

Would be good to add a readonly flag in PatchDemo config that can be used on both the legacy and k8s versions of patchdemo so that we're running the same code everywhere!

Looks like all is merged. Let's go ahead and deploy to legacy-patchdemo (ssh && git pull) before we set any config value to read-only.
