Fix timespan in links to Gerrit data on wikimedia.biterg.io in future Quarterly Newsletters

Description

The links to wikimedia.biterg.io under https://www.mediawiki.org/wiki/Technical_Community_Newsletter/2024/July#Gerrit show some errors (probably the URI parameters) plus (way more relevant) don't show the data of that very quarter but "Last 90 days". I've unsuccessfully pointed that out a few times in the past (last time was T354849#9838284).

Assigning this task to @debt to find out if there debt is interested in getting a user account on wikimedia.biterg.io to be able to create proper short links that would set the correct quarter date range (e.g. 2024-07-01 to 2024-09-30 for the next edition) for any newsletter reader to click that link. If yes, then please reassign to me so I can do what's needed.

For the records, after having an account on wikimedia.biterg.io, exact instructions how to use that and get such a "short link" have already been included in the automated quarterly email which was introduced in T337387.

@debt: Can you confirm that you have received an email from Bitergia (maybe in the spam folder, who knows) on early 2024-08-28, and that you can successfully log in (via https://wikimedia.biterg.io/app/login )? Thanks!
