"Software used" value in File Details table on Commons shown as incorrect blue link

What happens?:
We see a blue link:
Software used A136USQS9DXE5

What should have happened instead?:

It should have been a red link, not a blue link, as that page does not exist.

Software version (on Special:Version page; skip for WMF-hosted wikis like Wikipedia):

This is a local message override in commons, without any sort of (cross wiki) existence check - https://commons.wikimedia.org/wiki/MediaWiki:Exif-software-value

The default message in MW is not linked:

	"exif-software-value": "$1",

But I used an incognito browser window.

Per Reedy. Whether the target exists does not get checked in inter wiki links so they are always blue.

So I did nothing wrong.
So why is this bug "Closed, Invalid"?

@Jidanni: I guess because it's on-wiki content, and on-wiki content usually isn't tracked on Phabricator. If there are technical folks from the Commons community who actually use the Commons project in Phabricator to track technical issues in code hosted on Commons itself, then I'd love to know better who. :)
