Description

To support the Metrics Platform documentation:

Create a measurement plan template

Create a measurement plan template that includes these elements and is based on these examples:

Update the instrumentation spec template

Update the instrumentation spec template to match the terms and flow from the create an instrument guide. I chose to fork the template instead of update it since the new version is specific to Metrics Platform and it seems that the original template has a wider use case.

@VirginiaPoundstone, that's a good point. The scorecard's list of information to include in an "experiment plan" looks really good! Is the idea that scorecard users would create a separate document for this? If so, we can definitely create an experiment plan template based on the scorecard. I also shared an idea for combining it with the existing measurement plan template in T372690#10223004. Let me know what you think!
