Found via https://gitlab.wikimedia.org/bd808/deployment-prep-opentofu/-/jobs/346938. The GitLab CI pipeline in that repo uses Kokkuri to create an image. That image is published into registry.cloud.releng.team by Kokkuri via server side configuration. A later job attempts to run the image from a Cloud-VPS hosted runner, but that attempt fails because the runner at runner-1030.gitlab-runners.eqiad1.wikimedia.cloud does not trust the registry at registry.cloud.releng.team (Digital Ocean).
