Create empty state of community tab

Description

As a user of the Community List, I want to know if there are no WikiProjects on my local wiki, so that I can easily surface gaps in organizational activity and so that I can know that there is nothing for me to do on the Community List tab.

Acceptance Criteria:

  • Given that I am on Special:AllEvents,
    • And if I click on "Communities,"
    • And there are no WikiProjects to display
      • I should see the following introductory text: Discover WikiProjects - groups of contributors focused on specific topics, areas of Wikipedia, or tasks.
      • And below that, a notice with text: No WikiProjects found.↵There are no WikiProjects on this wiki.

Reviewed this at eng meeting 2024-08-20. Questions:

  • If we are using a handcrafted list of WikiProjects, there may not be any WikiProjects to display even if there are WikiProjects on that wiki. Therefore, the suggested copy may not be accurate.

Note that, in order to test this, you will need the WikimediaCampaignEvents extension enabled, as well as $wgWikimediaCampaignEventsEnableCommunityList = true;.

This is testable and working as expected on the beta cluster, so I am marking this as Done.
