Translate TimedMediaHandler namespaces to ary

Description

Hello. As suggested by @Pppery in T291737, we have decided to translate the 3 remaining namespaces on arywiki and their corresponding talk namespaces.

TimeText => سوتيتر

Talk namespaces (defined by adding لمداكرة د to the corresponding namespace):

TimedText Talk => لمداكرة د سوتيتر

The discussion to reach consensus on the translations to Moroccan Darija is located here: https://w.wiki/AiaQ

This is not an urgent task as we don't use these namespaces for now, and may actually never use them, so it's more for the sake of completeness. I can take care of creating a patch in Mediawiki core just as I did for the other namespaces on arywiki.

"gadget" and "gadget definition" namespaces no longer exist anywhere on the wiki farm after https://gerrit.wikimedia.org/r/c/mediawiki/extensions/Gadgets/+/980519. Good riddance. They were a colossal timesink, both in causing translation requests like this, in causing various confused users to ask for technical help, and in interfering with the title of a video game titled "Gadget: Invention, Travel, And Adventure"

The TimedText namespace is currently not translatable pending T315728

@Pppery Thanks for the update. I have subscribed to T315728. I suppose this ticket can be closed then? Or should we keep it open until TimeText becomes translatable on-wiki?

I see no reason not to keep this open with "stalled" status.
