Steps to replicate the issue (include links if applicable):

• Follow a link to vote in a SecurePoll global election (following the implementation of T329922: SecurePoll should use active wiki (or allow users to select a wiki))

What happens?:

• The voter's "choose your most active wiki" box has fewer options than it should have. We had a report from User:CRoslof (WMF) that they only had en.wikipedia.org as an option, though their account is more active on other wikis.
  

What should have happened instead?:

• The list should include additional options.

I wonder if the logic defined in the implementation of this feature could be improved (perhaps it is ignoring wikis like foundationwiki?)
