Investigate conditional Google's script addition for Google Ads Grant (fundraising)

Description

As per this Slack conversation we want to investigate if within our privacy and safety standards we could add Google tracking pixel.
Note, we would only be adding the Google analytics JS to forms where we know the donor is coming in from a Google Ad.
Low priority task
Important: we want to bear in mind that a security review application might be needed.

Adding a follow up question as per Slack @AKanji-WMF -- would it be possible to add the Google tracking pixel to the FRU donation form in Wikipedia and use that for the Google ads activity? This would be a solution and simplify the internal steps related to privacy

Hi @AKanji-WMF could we look into this? We are talking to the Legal team and they'd need some information from us like where we add the pixel and what info we gather.

@AKanji-WMF Google Ads run mainly in the U.S., where most of the volume comes from. We also have UK, CA and AU but not a priority to relaunch.

Hi @MSuijkerbuijk_WMF, I did some digging on this today and it seems the Conversion Tracking pixel can be setup through the Google Tag Manager as specified in Google docs.

As discussed on the call, we can use the Fundraiseup integration to ensure the tracking is within the Donate wiki environment and since they also have support for Google Analytics. Fundraiseup was kind enough to share guidelines regarding this and how to send events for Google Ads tracking here.

We could reach out to a Google representative to confirm our setup plan is in alignment with the Ad grants requirement before we do the setup.

For Legal, Google shared the data that would be collected by virtue of the Google tracking code being on our page which includes data about the events on the page, the page users, and the page itself. I shared the links to ensure the details are up to date.

Legal approved so we can move ahead - this is good to prioritise as we move to onboarding a digital vendor soon to support acquisition.
Can you share timelines on how this can be implemented to run ads in Q2? Thank you

We should be able to relaunch with Google as long as we have a cookie pop up on the donation form (example WMDE, other in Europe).

@KHill-WMF is supporting coordinating the cookie pop up with Sam and team, and can also follow up here.

Note @Damilare and team - in ads we use donate.wikimedia.org as domain so there is where we need to add the (Google/Linkedin/Other) tracking -- this makes it more feasible, can you confirm next steps and possible timelines?

If this is going on donate.wikimedia.org, then it's probably @Pcoombe who will end up implementing the code to determine whether to load the analytics script and show the cookie popup. @Pcoombe just to get you up to speed, the idea is to only add it when we know the donor is coming in from a Google ad.
