Description

Background
As per current policy, incidents related to unacceptable behaviour/user conduct issues are being dealt with by the local communities according to their own processes. We need to help the users experiencing these type of issues to find their way to the local community when using the incident reporting system.

User Story 1
As a Wikipedia user I want to be able to easily report a user conduct issue so that I can get help.
User Story 2
As a Wikipedia user, I want to know what type of resources are available and where can I get help
User Story 3
As a Wikipedia user, I want to understand that if my issue is non-emergency, I will not be able to file a report to the staff team.

@Madalina could you please write up the acceptance criteria -- or remove that section, as there are subtasks specifying in more detail? Then I think this task is ready for QA.
