As per consensus achieved locally, please create a user group named "arbcom" on zh.wikipedia.org, grantable only by bureaucrats, with the following permissions:

The internal name of user groups should be consistent with other wikis that have such group (see T139246: Migrate local group names to WikimediaMessages). Currently six wikis have "arbcom" user group and no wiki have "arbitrator" user group.

As per WMF guideline[1], I will wipe out "ipinfo-view-full" flag for a smooth deployment first, but comments from T&S Team is welcome.

Reading the policy at https://foundation.wikimedia.org/wiki/Legal:IP_Information_tool_guidelines literally, you have to be a member of one of these groups. Not sure if all arbcom members on zhwiki have one of the listed groups as a matter of course (enwiki arbcom will be granted checkuser and oversight groups which avoids this issue), but if not then I'm not sure we should be granting full access unless the policy is modified to include them.
In Chinese Wikipedia ArbCom is purposefully a group without Access to nonpublic personal data policy requirement, let alone CheckUser or Oversight access (for now they are elected independently).
