Description

After T374355: Productionize pc(1|2)017, we should pool this to production.

Steps:

Create parsercache database and tables
Enable it in mwdebug only
Run tests, make sure circular replication works, etc.
Add pc5 as a valid section to dbctl
Pool pc1017 and pc2017 in dbctl
Pool pc5 into the traffic
Add the purge job
