Create a global configuration for Automoderator

Description

Per the parent task, we would like to provide a global configuration, for global contributors to control Automoderator across our smaller Wikimedia projects.

It should be possible for a wiki in scope of this configuration to assume control over Automoderator by setting up local configuration which would take precedent over the global configuration defaults.

See T372413 for discussion of the approach here - we will set a global default configuration which would apply to all wikis in scope of this task. We will also define a list of wikis where this configuration should apply, and Automoderator will need to be deployed to those wikis.

We would like this functionality to use a global SUL account (e.g. GlobalAutomoderator) to make it easier to track activity, and to enable a single centrally-editable user page.

The 'report false positive' button should go to a as-yet-undetermined report venue at Meta.

It looks like we might need to do a little additional work to make the 'report false positive' button support a cross-wiki destination - I just tried fudging the Beta wiki config to a meta link and it stopped showing up :)

We received a response from Legal that this work can go ahead with a code-based configuration (rather than CommunityConfiguration) providing changes can clearly be tied to community requests, and not the WMF deciding what the configuration should be.
