Implementing the usage tracking tables envisioned in T370378; this will live mostly in JsonConfig but may need explicit invocation from Chart, and work is being done as part of the Charts task force:

• in a shared database, likely x1 in production:
  • globaljsonlinks, globaljsonlinks_source_ns, globaljsonlinks_target tables with wiki id, namespace name, and titles broken out to help avoid duplicate string storage

Internally, JsonConfig will add an API for recording usage of a data page into a ParserOutput, and then on page update/creation/deletion will update the local and/or tracking tables.

The global tracking table will contain only cross-wiki links; local refs will be in core's templatelinks.

Acceptance Criteria

• It's possible to see which Data: namespace pages are used across wikis.
