Motivation

Even though we are announcing Temp accounts far and wide, it is quite likely that some pockets of our editor community will not be aware of temporary accounts prior to their rollout.
We should introduce a lightweight guidance for patrollers when they first encounter temporary accounts upon rollout. This could be a GuidedTour or a Notification or a popup or something else.

We could possibly combine this task and T373818: [Epic] Guidance for discovery of IP Reveal feature together.
