User story
As a user of the IP Info feature, I'd like to know more about the feature and to be able to ask questions, in order to understand what IP Info is and how to use it.
What we need to do
Ahead of graduating IP Info out of beta, we should add a help link to IP Info which takes the user to a page that explains the feature and allows them to ask questions on the talk page. Candidate page: https://www.mediawiki.org/wiki/Trust_and_Safety_Product/IP_Info (which is in dire need of updating)

Acceptance criteria
- Add 'learn more about this feature' link to IP Information footer
- Update the IP Info mediawiki page with latest information for users
