Community Configuration of Community Updates by Event Organizers

Description

User story & summary:

As a trusted Event Organizer, I want to be able to create and modify Community Updates, so that I can help publicize initiatives that are important to my community.
As a Wikipedia Admin, I want those granted with the "Event Organizer" right to be able to coordinate Community Updates, so that I can focus on other work.

Scope: On wikis that have the Event_organizers right, allow Event organizers to edit Special:CommunityConfiguration/CommunityUpdates

Background & research:

This task is important because currently only Admins can edit: Special:CommunityConfiguration/CommunityUpdates , but most Admins don't want to micromanage Community Updates, and would prefer if event organizers could manage this independently.

When I am an Event organizer,
Then I can edit Special:CommunityConfiguration/CommunityUpdates

Notes:
Technically, CC doesn't yet support this.
Socially, we might want to consider if this is really necessary and if it really aligns with why this Event organizer right was created. There might also be trust / safety concerns about a change like this.

We won't be working on this in the near-term. Long term, we may want to reconsider or decline this task.

One note on Trust & Safety concerns, @KStoller-WMF: One of the values of the Event Organizer right is that it is relatively simple and straight-forward for organizers to get the right, since they can only modify their own event pages (rather than having privileges beyond that). This makes the right pretty low-risk in terms of T&S concerns. This proposed change would give them more powers, since they could moderate and curate promotional content that has a lot of eyeballs on it. However, one thing that we have discussed in the Campaigns team is to perhaps eventually create a 'super organizer' right, which could perhaps also be managed by wiki admins, but it gives that smaller group of organizers more privileges. We haven't found a good use case for it yet, so we haven't looked into it, but if there is interest in working on this later (as I understand it's not a near-term project for the team), we can certainly chat about this option and see if it makes sense.
