This needs to be implemented before working on T370106 and T371050
This work also needs to be released at the same time as T371050 so that custom license/tag option remains available
Problem:
Many new users do not have prior knowledge of what creative commons license is. As a result, current question that is focused on whether they have the information of the CC license or not was not fully understood. While the current design of the question made users more conscious of their uploads, it did not fully succeed in educating users on the requirements of commons.
Solution:
Reframing the question as shown below (along with other improvements to copy) helped users understand why we were asking for specific information and as a result allowed for better understanding of the requirements of commons. The usability of the design was tested and the results are shared in T373123

Main question and selection
- Update the copy of the first question and the options available under it as shown in the UI
- Remove "Enter different license" from the main options. It will be moved to a different location as part of T371050
License selection
- Update the copy of the question in the license selection box as shown in the UI
- Note that additional options like "enter a different license" and "I don't know" are covered in a separate ticket.
PD reasons selection
- Update the copy of the question and supporting text in the PD reasons selection box as shown in the UI
- Update the copy of the last item in the checkbox list to "I am not sure if it is out of copyright in USA"
- Flag this selection with a template so these uploads can be easily found by admins
