Split out of T368750: Newcomer Homepage: Suggested Edits (mobile preview) empty state when there are no suggested edits. In that task, a couple of new metrics are being tracked on a per-wiki basis: growthExperiments.suggestedEdits.(desktop|mobile).queue.(ok|error|empty|total).

This task is about creating two Grafana panels that show per-wiki the fractions of errors error/total and empty queues (empty/total) seen by users.
