In order to build and flink jobs compatible with flink 1.20 we need a new base image with flink 1.20.0

Hmm, seems like the build fails because 1.20.0 isn't available under https://repo1.maven.org/maven2/org/apache/flink/flink-examples-streaming_2.12/
