P&E dashboard only supports production content wikis and meta, so we should remove the program and events dashboard form field on Special:EnableEventRegistration and Special:EditEventRegistration for all affiliate wikis
Acceptance criteria:
Program & Events Dashboard link form field is removed from Special:EnableEventRegistration and Special:EditEventRegistration on non production wikis

[mediawiki/extensions/CampaignEvents@master] Only add P&E dashboard field on valid wikis
Because of the way that the dashboard code does it's validation, it's very difficult to cover all cases so after discussion with @Daimona we are reducing the scope to just cover affiliates.
