User story & summary:
As an experienced editor on English Wikipedia, I want the "Add a link" task released to a small percentage (2%) of newcomers, because I want to test the impact of the feature without overloading patrollers.
Background & research:
As part of T377631: Add a link (Structured task): Release to a subset of newcomers on English Wikipedia, we want to deploy Add Link as an experiment to English Wikipedia. To be able to do so, we need to introduce a homepage variant that would disable the link-recommendation task type whenever set. This is because the control variant needs to continue having link-recommendation enabled (otherwise non-enwiki wikis would lose Add Link access, which is not intended). Once this new Homepage variant exists, it can be enabled for some users at English Wikipedia. For more details, please see T377631#10246419 et seq.
Acceptance Criteria:
Given an user is in the no-link-recommendation Homepage variant
When user visits Special:Homepage
Then Add Link (structured) is not present in the task types list.
