Backport latest REST API changes to REL1_43

Description

It would be beneficial to have some of the latest REST API changes in the REL1_43 release. In particular, this includes, but is not limited to, the following changes:

It may be easier to backport all recent changes of the wikibase.git master branch rather than cherry-picking specific REST API commits.

@Anton.Kokh @Ollie.Shotton_WMDE is probably gonna pick it up this week, he'll reach out directly to the other engineers in case there's some alignment needed.
