says no permission to create the page

What should have happened instead?:

allow to edit as i am local sysop/see https://www.mediawiki.org/wiki/Extension:GuidedTour/Write_an_on-wiki_tour

You need to be an interface admin to edit JS pages in MediaWiki namespace. As a crat you have the technical ability to grant yourself that right. Not sure what the social culture of enwikinews says about it, though.

Also note that per WMF policy interface admins are required to have 2FA enabled.

Closing as the software is working as intended.

I've updated the linked documentation to make that point clearer.
