SVGs are not localized on mobile.
This was fixed on desktop in T208564.

Steps to replicate the issue (include links if applicable):

Visit https://fr.m.wikipedia.org/wiki/Guerre_du_Donbass#/media/Fichier%3AMinsk_Protocol.svg

What happens?:
SVG appears in English

What should have happened instead?:
SVG should appear in French like on https://fr.wikipedia.org/wiki/Guerre_du_Donbass#/media/Fichier%3AMinsk_Protocol.svg
