Description

The configuration named wgGlobalBlockingEnableAutoblocks should be removed once GlobalBlocking global autoblocks are stably deployed to WMF wikis.

Keeping the configuration around for the long-term is not necessary, as the configuration value was only ever intended as a temporary feature flag.

Acceptance criteria

Remove wgGlobalBlockingEnableAutoblocks and assume any use of the configuration value as being true (to enable global autoblocks).
