This task involves the work of improving the clarity of the messages/warnings people encounter when attempting to interact with a Flow board at a wiki where the extension has been set to a read only state.

For the record on MediaWiki.org I customized some of the messages locally, so this is now what it looks like:
The same thing could probably be done via WikimediaMessages, at least once all wikis are in the read only state (since the same message is used if you don't have permissions regardless of why)
